My 1997 was originally a fire department rescue vehicle with 4wd and tow package. It does not have tow hooks in front but does have an air dam under the chrome bumper. Does anyone know if tow hooks were standard only on Eddie Bauer models?

Unless it's a pickup body, fire vehicles are usually a cab and chassis that is heavily modified. Usually those don't have non-essential parts like hooks. I pulled 6 of them years ago and don't think there's a difference between the sides. The design is a good stout hook that is resistant to straightening with the ridges on them. (Yes, I have straighten hooks before.)
I had them on my 1952 Dodge after several others had failed.
