1996 was the first year for OBD-II on this vintage truck. Some will argue the 1995 light duty California emission trucks were OBD-II, but I have never seen any Ford documentation stating that to be true.
1995 was still the original OBD, aka OBD-I. Both were used for engine diagnosis / repair as well as the transmission if the truck was equipped with the E4OD or the 4R70W.
Can't speak for the trucks, but I know my friend's '95 Mustang with the V6 had OBD-II. Was quite surprised the first time I worked on it, as I'd just assumed that only '96 and later vehicles of all types had the new system.
