Code P0705 on 2003 Diesel Ford Excursion

Code P0705 on 2003 Diesel Ford Excursion
Hello,
The over drive light is blinking and the engine light comes on. In Part the blinking light does not come on ... only when in gear. We checked to see if it throws and code and it shows P0705. It seems to shift fine. The Trans Fluid looks good and clean. I may have smelled a bit of a burning like (rubber, plastic) but was not real strong so not real sure. From what I see online it could be an Engine Control Module, Transmission Control Module, or Part Neutral Position Switch. Any idea how to trouble shoot which one it could be?
