ABS not working with 35s

ABS not working with 35s
1997 F150 XL with 35" tires...
Just received the truck from my son, shipped from SoCal to Ohio. I noticed that the ABS is not working. Could this be due to the oversized tires? Speedo is off due to the tires as well. Will I need to change a VSS gear, or does the computer need flashed to remedy?
Any help is appreciated...

For ABS to kick in requires the brakes be able to almost lock ... or lock a tire.
If the brakes can't almost lock ... or lock a tire … ABS doesn't wake up.
Those 35" tires could just be just a might too much for the truck's brakes or your foot?

I figured it out...the rear ABS wire was pulled tight with the lift. Ill extend the wire on a future warm day
Two clues about the ABS not working...ABS light on and tires locked up on wet roads with moderate pedal pressure.
