Fuse box issue

Fuse box issue
I got a Ford F-250 super duty XLT 6.2 l the fuse box under the hood is not giving power to the fuses 1 through 10 the rest of them are getting juice these are my emissions and it is causing me to use 3 times the gas any ideas

Yes I hooked up HID headlights and yes the relays are clicking when turn ignition on.
New issue also I replaced inner lock window module (fuse box) because of water damage everything that was not working before due to fuse box damage works but truck won't turn over battery test 12 volts and ignition dings and dash lit up . Also will turn over at starter but just no crank. Someone said fuel cut off switch any ideas.
