I can't remove the fuel filter cap, Its the cap with the 6 point hex on top and not much else to grab onto. I've tried a socket wrench, channel locks, strap wrench, and a hair dryer with no luck. Has anyone tried to cut it off somehow?
Have you tried to tighten it a little? It seems opposite to your goal, but I've done this before on other things that wouldn't budge and it would sometimes seem to help break it free.

So this an OEM filter or aftermarket cap? I use NAPA’s Gold filter, new cap with every filter. Take the truck for a drive get everything HOT, OPEN the Fuel bowl drain to release the pressure. I remove the EOP Sensor plug off HPOP Reservoir when it’s super tight, one less thing for the wrench to break if it comes off the filter quickly. Take a 6 point socket, a deep socket will clear the sensor but is also less stable, use either a long breaker bar or even an impact (GENTLY!) apply pressure, the heat on the rubber o ring will make it more pliable and likely to release. Let the cover sit there with the GENTLE BUT FIRM PRESSURE you’re applying...it will eventually break loose without breaking anything.
Update I tried drilling holes and cranking it open with bolts instead of screw drivers, bent the bolts but the cap didn't budge.
I'm not sure what kind of filter cap it is, I just got the truck and I'm replacing the filter for the first time, it has the 6 point hex on top.
Try to remove it when the engine is hot, if all fails melt part of the it.
That is actually not a bad move if done with caution. Drain the bowle and have a fire blankett ready, use a electric soldering iron and let it eat away...
