Screw in 2 lag bolts and pry against those with a bar? Did you drain any out of it before you tried to open it? That may break the suction/ pressure.

I did, but then gave up and had to go to work. lag screws sounds easy enough . I wasn't sure what was under the cap. I have a new one on order and it should be here tomorrow .
You may screw up the filter, but your changing that anyways. You could also try a chisel and tap on the side of the cap, but I would be worried about breaking the feet on the filter housing.

Chisel worked fine. Turns out that whoever changed the fuel filter before did not put o-ring on.... which explains why it was so tight.
