If your pressure is low and duty cycle is high then hopefully it's just the IPR valve. If you don't have the time of equipment to troubleshoot a little more and want to throw some parts at it,, start with the IPR and the ICP sender too.

I got this now:

Not fuel, ICP, and you have that. I would guess that it could just barely have enough to start. But i think the 518 should be higher with the IPR at 75%. There could be some debris stuck in the valve causing it to leak. 75% means the valve should be almost totally closed which should make it build pressure and a leak due to a jammed valve would/could cause the pressure to be low. Maybe you do not have to change the ICP sensor but pulling the IPR would be a good starting point. Lets hope it's the valve. A sign that things are not good is a broken screen on the valve. If it is broken then the further question is where did the debris come from? If it is stuck, I would push the valve open and spray the valve out to see what is stuck inside. Good luck
After charged the batteries it start yesterday ......no start at the first attempt .....then I tapped the IPR valve with a long stick and it start with no misfires .
I don't know if I did the trick....
Having to "tap" the part to make it work would be a good enough indication to me that replacement is necessary. And in answer to your question, there wouldn't and shouldn't be any other IPR valve going in to replace it, other than the OEM Ford/Motorcraft part number CM-5126 wherever you can source it cheapest.
