2001 F350 Dually, 2WD,
Three year old trans rebuild, less that 20K on rebuild. No engine braking in lower gears. OD off, engine braking ok, 2nd no braking, 1st no braking. All other shifts working great. Shifts perfectly going up through gears. Just no engine braking in lower gears. Trying to figure out how to trouble shoot this issue. Any help would be greatily appreciated.
Coast clutch failure or snap ring dislocation in coast clutch drum are most likely causes. You say 3rd is "ok".....video of 3rd would really help being that the torque converter clutch is probably applied on deceleration and giving the illusion that everything is solid between the driveshaft and flexplate.

Do these problems require trans removal to repair? What would be the procedure for determining if the coast clutch is at fault? Sounds like the the $3200 rebuilt trans may be suspect. Given this issue, what would you do to rectify?

No. If the coast clutch doesn't apply it does not matter if the torque converter is locked or not, there will be NO engine braking.
I can't picture how there could be engine braking in third gear with the OD OFF, but no engine braking with the shift handle in 1 or 2.
