Painting over chrome is a PITA, as I am sure you already know. I have seen some instructional videos on the topic on YouTube (Gunman I believe)...I know that it requires a lot of sanding to give the chrome enough tooth to hold the paint but I do not have any recommendations off hand for a specific primer to use. Golf club manufacturers paint fill in the numbers on the clubs and it seems to stick but whenever I have tried it the paint flakes off. Let us know when you get it figured out. I helped the Mustang Racing Technology team prep a car for SEMA one time and we sanded the chrome with real fine grit until it was rough enough for paint to adhere to. Don't know what the long term effect was or if it was a lasting effect or just long enough to make it through a couple of shows. I recommend practicing on some other chrome until you find a method that works best for your type paint.
When my standard cab 55 was getting painted I painted my division bars. I bought new fuzzy glass runs but didn't buy enough for both division bars. So I bought a division bar from carpenter, and all they reproduce today are stainless bars. Now this of course is stainless, but I sanded the stainless, painted it with self etching primer, then painted it gloss black. It is still holding except where I scratched it putting it in .

As with almost all Metals:
Sand best you can with a fine grit.
Choose from one of three primer choices:
1) SEM Adhesion Promoter (Likely the best??) - in place of primer
2) Zinc Phosphate, liquid dip
3) Zinc Phosphate spray (more of an epoxy traveling as zinc phosphate)
4) Self-Adhesive Primer (mixed results for some folks)
Zinc Phosphate spray can be obtained on-line or boating place (they love the stuff)
Self-Adhesive spay likely easiest to find, like ACE
SEM Adhesion Promoter - you will need to go to a specialty Automotive paint store

Cool, glad to hear that you are still keeping busy. We may be neighbors soon...a friend is moving to Myrtle Beach and the wife and I are seriously considering moving there as well. California is getting just about uninhabitable these days...latest "good idea" out of Sacramento makes it illegal to work on your vehicle in your home garage, also illegal to have equipment to repair vehicles such as welders, air compressors, etc. The "land of fruits and nuts" used to be just a cute saying but now it's getting way beyond that.

There is still plenty of room here in Florida. The West coast is conservative, the East coast, not so much.
