It can be repaired but I'd remove what was used to fish plate for lack of a better word and start over making sure the frame is square before welding the sections together again..Those welds look cold with no penetration
SO, those rotten street rodders (me) cut and join and splice frames regularly, so if you what to: ............. clean it up and hire a welder guy ... OR..... buy a used frame in better shape.
It is all doable, just will take a little longer.

Unless you know a welder who would take that on I think it's best to find another frame. A splice done properly would be cut a different way and not straight through. Good luck.
