While hauling my 5th Wheel I noticed a couple of sounds that bothered me but I couldn't quite pinpoint what they were.
First there is a high pitched chirping sound, almost like a squealing bearing, that comes when accelerating but quiets down when not under load. You will be able to hear that faintly in this video.
The other is a pulsing sound (a whirl that gets louder with a rhythm to it and sounds like something out of balance) that came with the overdrive off and about 2800 rpms. The truck with surge slightly with the rhythm of the pulse.

For the turbo you can start by removing the intake tube on the compressor housing and look for any visual damage to the wheel. Once that is checked grab the wheel and check for play going in and out, Trying to push the wheel towards the exhaust and back towards the intake. You don't want any movement in this direction. Now try to lift the wheel and then push it down towards the block. you will most likely get some play doing this but as long as its minimal and or not making contact with the compressor housing.
In my opinion it would definitely add additional load and rob horsepower when the fan is kicking in. I think you would be able to feel it.
I'm not sure how you would test it, and it really seems to do it fast. But from the video it sounds a lot like mine does when I first take off in the morning when my fan is engaged. But mine only does it once, you can hear the fan moving air then it releases.
I second (or third) it sounds like cooling fan cycling on and off. Does it do it at high RPM's while sitting still? You could have someone hold the throttle while you watch. You might be able pull the fan off and go for a ride and see if it does it, I don't know on that and would have to look at mine. I'm not sure you'd feel it rob you of power, it may but you may not be able to feel it. I haven't had the experience of it coming on yet..
Turbo wheel does move from side to side and top to bottom. Moves enough to contact sides but no in and out movement detected.

How are the fins? Do you see and chips or rounded edges?
