I could not get my key out of my 1992 E-350, so I replaced the tumbler package. The issue remains. Existing issues include: Key will not fully turn to full off position to where I would expect the key to be able to pull out ; steering wheel is not locked; Van will start and shut off (diesel) but I'm just not comfortable not being able to lock it up. HELP!
Your symptoms suggest one of those parts isn't working correctly---if the key cylinder is working properly outside its column housing its not the problem.
Assuming your '92 column is similar to a later version as I'm about to show you these parts need to be checked and addressed as needed:
You already know the key cylinder has a tang on the back side---that fits into this part of the column:
That part pushes a bar or rod which has two functions---engaging the column lock and actuating the actual physical ignition switch, shown here:
Switch is white, the pin on the bottom fits into the sliding plastic piece barely showing through the opening in the column casting.
The sliding plastic part also engages or releases this part of the steering wheel shaft locking mechanism:
The lever fits into this opening on the steering wheel shaft:
So one or more of those parts isn't working as designed. If the shift tube bushings have failed that might contribute to your problems---maybe now's a good time to inspect and replace them if needed?
