Looks like a transferflow tank/toolbox combo l. I’d bet it’s to purge that pump.
My transfer flow was setup to automatically transfer, this guy might have added switch to transfer on demand.

I would tend to agree with this . Let us know what it is when you get the truck home …..
“Basically a base” means different things to different people. We don’t know the engine, year, drive, cab style, or a single option. Tell us what the truck actually is and you may get better answers.
How do y'all feel about the price at $55,000 for basically a base lariat.
I have seen base lariat brand new for that price.
This is one of many this dealer had near me, a little higher, but close

I see it's an 18 with 22k mi., and I see what you mean by "base", no ultimate package, no LED, no heated/cooled seats etc. It does appear to have the chrome package but it's hard to tell what else it might have? AutoCheck looks ok.
Do you know the original msrp? I would guess $65-66k. A truck in that price range, new on the lot, could be had for 60k at the most, and likely thousands less. The bumper and transfer tank might have some additional value to you, but I dont think there is much savings compared to new at 55k.
