1999 SD 4WD Switch
My 1999 4wd 250 diesel has an automatic trans, manual locking hubs and a **** on the dash to change from 2WD to 4WD Lo to 4WD Hi. I thinks its a pneumatic thing. The hubs lock, the switch seems ok, the 4WD indicator lites up on the dash. But the front axle does not engage. No engine codes. What to do? What to do?

OK, so you verified that the front hubs are locked into place? With the hubs engaged and truck on ground can you turn the front driveshaft by hand? If hubs engaged and driveshaft turns then it's a hub problem. It could be either or both. If the hubs lock and the driveshaft won't turn then they would be good and you would need to look at transfer case as issue. It's possible that the transfer shift motor is bad but my gut says it's the front hubs. Start there first.
