That should be a forged rod late 99 engine and also an ELC compatible one. The best one to have pretty much. Nice dent on the valve cover

so what’s the ELC the extended life coolant ? I’ve read all kinds of stuff about different coolant orange vs green and eg vs pg I put a water pump on it and put the green stuff back in it so ....I guess it’s fine.

On that engine you could flush the green stuff out and switch to the red stuff which is essentially maintenance free and good forever. The switch over was engine 940,614 and up so you are well past that at 945,375. There are plenty of write-ups on here how to do it.
The date on that engine matches the date on the door jamb sticker. That seems like that would be quite a coincidence. My money is that somebody thought the passenger side valve cover with the bright red sticker looked cool and swapped the valve cover. I don't think they set the factory power rating to 250 hp until 2001 for the automatic (275 for the ZF6). The power rating for all of them regardless of transmission choice for the L99-2000 was 235 from what I was able to dig up. 225 for the E99.

I was asking about the late vs early because I’m gonna order a 6 pos tuner and needed to know for sure.
but it does have 5 bolts in the turbo housing so it is a late 99 and also it is a zf6 truck. We’re they really rated at 275hp?

Only the 2001+ model ZF6 equipped trucks were factory rated at 275. The later engines were not as desirable though since they did not have the forged rods like the 99's and 2000's
So in that case, to answer the question you should of asked about chip ordering info, you need to pull your PCM out now and take pictures of the labels on it. That will have the information the chip seller/tuner will need as to PCM hardware and tuning. Plus you'll have practice of pulling it for when the chip comes in and you actually install it
