The old disc was not made for the new version of Windows... Normally there is a section called "PROGRAMS AND FEATURES" ... it might be in "CONTROL PANEL"..... from there you can tell the computer to try to open your program with an OLDER version of Windows......... it still uses W10 , but simulates Win7 or XP, etc.

Most likely, the disc is a 16-bit application and the Windows 10 system is a 64 bit version. Won't work.
You can install an XP system in a virtual machine and it should work in that environment. I had to do that on my last laptop so I could have my 92-95 service libraries online. Now, I just keep them on an old XP machine set up in the basement as those are rarely needed.
