If the rest of the truck is in good shape I'd call it a good deal. You should be able to get a good used engine to throw in it and have it for less than $9000. And if you get lucky like Tugly says you got one hell of a good deal.
It's been parked quite a while, and the other truck needs tires badly; negotiate. And beware of expired registration fees, they can be a deal killer here but don't know your state. Engine swaps are also a huge pain in the butt in some states.
Just cranking it will probably tell if there's a bad piston.
It's an E99, not that that's a bad thing. If it turns over see if you can check the blowby out the oil filler tube while it's cranking. I don't know what you'll get just cranking but you could get a big gust every time that piston comes up on TDC.
My opinion is that it is in pretty rough shape and I would not be offering $5000 for the truck. Simply based on the exterior and the cover that was just pulled off of it (from what it looks like) there are probably rodents in/around the engine bay.
I would be looking over that truck with a fine tooth comb and making an offer after that, if I was still interested.
