I can't locate any info on the turbo bearing change. Only the 11-14 uses the Garrett 32 and the 15-16 uses the Garrett 37 turbo.

This link states the GT32 turbos have ceramic bearings.

That is one source that says they upgraded, I only was told these things by Ford parts people when I used to help out at a local to me diesel shop when I was on days off from drilling rigs. There was a considerable decrease in failures compared to 2011-2012 trucks after the 2013's came out, don't know if it's coincidence or not.
6.7L Power Stroke Problems

 

Happy to say that I went ahead and purchased the truck, and I've already ordered some parts to stay up on maintenance (Oil change, fuel filters, brake pads, exhaust temp sensor (as a spare). Looking for a good Bluetooth scanner for it now. Here's some pictures of it.

It needs new tires, so debating on new tires for the existing wheels, or replace them with an aftermarket set. I think I'm going to have the lower trim color painted black to match the truck as well.
