Exhaust and intake valves are different. Which valve is bent? Were you able to find the missing keepers?
It is the intake valve
I did find pieces of the guide keeper. And one valve keeper. I’ve looked in the block and took a magnet to all the small fragments of metal in the block and did not find the missing valve keeper. This valve took quite a beating. The valve has even been forced thru the valve guide. See pictures attached
If the empty valve hole in your block is the valve that's damaged, it's an exhaust, not an intake valve. Intakes are in line with the ports above. Exhausts have ports that run around the cylinders at the middle and ends of the block, and terminate out the side of the block.
Be aware, a '51 engine should have "Rotomatic " valves, which are different length than the valves used before late '50. You can spot the difference quickly by looking at the spring retainers. Many of the rotomatics have been replaced with the earlier style during rebuilds. Can you post a picture of yours? Below is the manual's p/n's for both types, and a picture of the two styles side-by-side.

Correct, are the rest also non-rotomatic? Make sure you buy the correct replacement. Does your engine have hardened valve seats? It appears to. On the back of the block, next to the oil pump drive gear cover, is there a "0BA" or "1BA" cast into the block? (see below)

Yep, so it should have come with rotators, unless Canadian engines were on a different schedule than US. Or it's been rebuilt using the older style valves. Rotator parts have been hard to come by for quite a while.

So if the exhaust valves are different from intake valves
can someone please tell me if this kit is a good purchase
I realize your being in Canada complicates things, but there are so many reputable vendors in the States, I'd be hesitant to take a chance with offshore quality. Be carefull too, some are selling Chevy valves which are enough longer that they won't work without adjustable lifters and special spacers on the springs.
Are you sure you need a whole set? How many do you need? Are the guides bad? VanPelt Sales sells guides and valve and all the bit individually, an exhaust valve is $8 and a guide is $5.
Note that original intake and exhaust valves are different, but modern replacements can be used for either. (I believe they are exhaust valves, so safe for either).
I don't think anyone mfg. the intake style anymore since the 1970s. We usually buy from Napa which is
Sealed Power and all 16 valves are exhaust, same as valve guides the exhaust guide was phased out
long ago, so now you use intake guides for all sixteen.
