You might want to mention what year and series your truck is. There are different designs that make a big difference in the advice someone would possibly give.
Hows the gap look between the steering wheel and the collar below it? I think the spec is a 1/16" gap in there. If it is much more than that the horn brush doesn't make contact inside.
Gap is about 1/16 and brush makes good contact. We have tried the old steering wheel cap and a new steering wheel cap and neither will make the horn honk. We can take a wire And touch the metal plate inside the steering wheel to the lower plate where the brush is located and it will honk.
A '63 only has one brush? Maybe... On my '64 column shift truck there are two brushes, have to take the steering wheel off &c till you get to it. Contacts the back side of the steering wheel.
I have had it off many times. Has one brush don’t see a place for a second. It’s hard to see but I think it’s touching. Maybe someone has changed steering shaft ? But it honks when I jump it across to the shaft.

1963/64 F100/250 2WD use the same T/S switch, so there should be two brushes. One fits into an insulator that fits into a hole on the outside of the steering wheel below the horn button.
1961/66 F100/250 2WD, 1966 F100 4WD, 1967/70 F100/350 use the same horn brush and insulator (C2OZ-13A821-A). It was also used on misc 1960/64 cars, 1965 Mustang w/a generator, 1965/66 T-Bird.
I think I see the hole in the steering wheel that you’re talking about but I will send these pictures to you just to make sure. Is it the same type of brush? Where do you get the second one if it is different?
Searched eBay and rearcounter.com using the part number. It is just the brush with no insulator. The insulator was sold separate in many cases since it varied by application.

The insulator was sold separate in many cases since it varied by application. It was available separately, but...there was only one used with this brush (CODF-13A822-A).
The problem is, the reproduction only comes with the brush. Originally, the genuine Ford brush and insulator came as a kit.
I sold 100's of these puppies over the years, mainly to resto shops, so I ain't just a whistlin' Dixie.

When the outer horn button is removed, there should be a brush right there, fits into the dealio on the steering wheel. It's not in the pic?
The second brush is visible in the other pic. The brushes themselves are identical pretty much.
My truck needs to tighten up the gap just a little. The lower brush died, after replacing that, have the steering wheel nut about as tight as I dare. Not sure what the deal is.

See 13A821 above the steering wheel in the pic. 13A822 is the insulator. Brush/insulator was also used with the horn ring, also on 1971/72's w/the horn pad.
