No CEL with Key on

No CEL with Key on
Hello,
I have a new to me truck. (2001 f150) There is no check engine light when I turn the key to on. Maybe the PO pulled the bulb. But i plugged in my Scan Gauge II to the odb 2 connector and it does not power up.
The truck runs great.
Ideas?
