Could a gem module stop the ODBII port from working?

Could a gem module stop the ODBII port from working?

So, my 2001 Expedition had the normal windshield leak that i discovered when my door locks started freaking out while I was driving down the road. So I had the windshield removed and resealed and life was good for a while. Now the check engine light is on and my ODBII port doesn't work. I have checked all of my fuses and they are good, but I am not getting any power on either side of fuses 12 and 13 under the dash. Could this be related to the gem module?

The OBD-II port and the 12v lighter socket (not the 12v accessory outlet) share a fuse. Check and see if the lighter works. If it doesn't then you've missed fuse #3 in the under-dash fuse block.

Fuse #12 is for the air suspension and fuse #13 is for the turn signals/hazards. Both of these require the key to be on to work. Try turning the key to the on position and then check both fuses again for power.

Cigarette lighter works, and I checked all the fuses with the key off and on. I am going to get a new GEM module for it because there are several other things that aren't working which I know are controlled by the GEM. Is the OBDII connector tied to the GEM at all?

No, it's tied to the PCM.
