Battery Drain - GEM Module?

Battery Drain - GEM Module?

I have a 2001 F350 7.3L 6-speed. A few days ago I went out to my truck and heard the radio playing, but the keys were out of the truck. I turned the radio off. The next day I go to drive my truck and of course the batteries are dead. I got them charged back up and started the truck today. After letting it run a little while I shut it off and took the keys out. I used a multimeter to check if anything was still pulling power from the batteries. I found that there was 4.6 amps. I started pulling fuses individually until this went down. I found that fuse 15 (GEM, PCM, ABS, Brake Shift Interlock, Speed Control) under the dash was pulling 3.8 amps and fuse 29 (Radio) under the hood was pulling 0.8 amps. Any idea why this is happening or what my next steps should be in troubleshooting this issue?
