2004 no crank from ignition switch

I have a 2004 F350 Lariet 4x4 Super Duty 6.0l diesel. I went out to start truck when it was cold out -20C, I am from Canada. When i cranked it over it was a little hard to turn over, I cycled key and glow plugs a couple times and gave it another try. The starter engaged and turned engine over but when i went to shut key off, the starter would not disengage, I was trying to disconnect batteries when the starter just disengaged. I disconnected batteries and charged them up, I connected batteries and tried to start truck but it would not crank over with key on. I changed out starters with out even checking old starter first with yellow wire under hood and connected batteries back up and tried to start, It still wont crank from ignition switch. I hear clicking from relays in fuse panel box but it does not engage starter. I checked all related fuses and they were all good. I checked new starter connection with yellow wire and it turned over. I tried moving shifter from Park to neutral, still nothing. I need help with this ASAP.

Check all connections...particularly the grounds. Ohm test the cables. Isolate both batteries and load test. Bench test the starter.
