so looks like my inertia ring blew the rubber seal and is now hanging off the back of my balancer against the engine block. Is this thing toast or can it be rebuilt? Found a few new ones that don’t have great review. One review even states there are no timing marks.

Power Bond makes a quality unit, part #1199N about $250 from Summit or the usual suspects. There are a couple rebuilding services that can fix you up if going that route.
1957/64 F100/700 & C550/700 Tilt Cab & P350/500 Parcel Delivery with 272/292 and single sheave harmonic balancer. There was also a double sheave balancer.
No Ford dealer or obsolete parts vendor has any, none on ebay.
A private source in Olathe KS has 1 .. Go to rearcounter.com and type the part number and the contact info will come up.

I said nothing about it, and I know nothing about it, because it's an aftermarket part.
I listed the Ford part number and the specs after you said what size the engine was.
Tedster9 jumped the gun by assuming it was a Y block when he gave you the info. It would have been the wrong part if it was a 6 banger.
I learned many moons ago that you cannot assume anything, especially when it's related to FoMoCo and owners of their vehicles, some of which...when asking questions...fail to list some/all the pertinent info!

I didn't leap on any firearms Bill nor make any assumptions, he was looking for a 292 V8 damper on another thread.
Power Bond 1199N is (still) probably the way to go. NOS, even if he were to find one, is likely to suffer the exact same problem as the one he has now. Plus they probably want a small fortune for it. When RearCounter sez one (1) is available - typically nobody ever has one. I think it's a placeholder or some ******* didn't update the inventory etc.
There are a couple damper rebuilding services too if you look online. "Damper Dudes" etc.

Well the OP had a whopping total of two (2) posts on FTE at the time. So I took the the time to read it. I did "assume" he knows what he's looking for.
I had a roomate in school whose parents had $$$, he liked to collect firearms. Expensive firearms. One of them was a Sako something something (.375?) H&H elephant gun. I shot it at the range once. That was enough. No practical purpose in North America I don't believe. I like plinking stuff, no tin can is safe around me! Plus I can afford to you know, actually shoot it.
