unbalanced harmonic balancer?

Has anybody else found their harmonic balancer section with the timing marks separated from the pulley? What is supposed to hold them in the proper positions? There is some rubber between the two but the keyway is on the pulley and the timing marks are on the outer ring. Do I need to find another assembly? I have a 1963 with 223 I6 and I never saw anything like this happen before. Can somebody help me out here?

To make a long story short... your harmonic balancer has debonded and you need a new one. The rubber bonds the inner and outer sections together.
