You don't mention the year or model of your truck, but for several of the model years there is a factory-provided pigtail near one of the tail lights that has all the wires needed for a 4-wire trailer connector available. With those setups you can purchase a trailer wiring harness adapter from most chain auto parts stores that will plug right in to the pigtail and has the correct amount of wire length to safely route the wires to your receiver.

If your '91 has the pigtail already, the relays and fuse protection is already part of the fuse/relay panel. It appears the pigtail was installed at least on some '91 Explorers so it's worth looking in to. For around $20 you'd get a clean install that includes the 4-wire trailer connector. Here's a link to what I'm referring to. That link mentions "behind driver's side taillight" but in my '97 Mountaineer it was located underneath the driver's side taillight. It didn't require removing the taillight, only crawling underneath and pulling the rubber plug out of the connector so that I could plug the pigtail in.

In your case then you might need the Curt version at the link I provided previously. If you click on that product and look at the installation instructions it shows where to find the connector for that version and how to install it. While not ideal in my opinion, this is still a much better approach than having the two wires just dangling like the previous owner did.

I'm not sure if this approach will lead to hyperflash of the turn signals when a trailer is connected or not. As far as fuse/relay protection, you'll at least get fuse protection through the normal fuses for the taillights. I'd offer to check the wiring diagrams for the taillights to see if this would likely cause hyperflash but unfortunately my Ford service manuals only go back to 1992.
