Ford 215 Valve Timing

So, it's finally time to install the new timing chain set on my Ford 215 I6. I lined up the dots and counted 12 pins between, but my cam has both valves open for the #1 cylinder? Is my timing set screwed up? Am I screwed up? Or is Ford trying to screw me up?

With the dot on the crankshaft gear and the dot on the cam gear to the right and about 40 degrees up from the horizontal, there should be 12 pins between those dots. This as pictured in the Motor's Repair Manual dated 1953.

Thanks guys. So, when I line up the sprockets and chain as shown in the photo then my #1 piston should be at the top with both valves closed? TDC #1 Compression stroke?

I lined up the sprockets and chain exactly like this photo. The keyway on the crank is pointing strait up. The keyway on the cam is pointing strait down. The dots are 12 chain pins apart. But, both valves for #1 cylinder are open instead of closed. Is that normal?

I believe the alignment shown is for reference only. Crank the engine over while observing valve operation relative to piston position. I believe you're good.

If you're still concerned slip the timing cover on (you don't need to seal it up for this) eyeball align the dampener (in other words you don't need to completey install it yet) onto the crank and check the timing marks on the dampener. Remember that the crank turns twice per cam revolution. There are actually quite a few engines made with marks that don't jibe as one would expect.
