Ive got a 2013 F-150 Im trying to program some replacement fobs for. It looks like the starter may have been added later but it is a ford accessory. Does anyone know if IDS is the only way to program these fobs? Im having trouble finding any info on them for programming.
I was able to program them with my Solus, they list the procedure in the scan tool. This is a factory accessory, its a 2 way remote. Its listed right on the window sticker. The company also has a 2012 F-150 that has the remote start button right on the fob. Either way its all set and the fobs are programmed and work as they should. If anyone wants the procedure I will post it up.
OP, it sounds like you already had a FOB with a functioning remote start, and that you are asking how to program additional FOBs. Is this correct?
If so, IDS shouldn't be needed if remote start is already activated. You can verify by going into the driver information display (center of your dash), and use the buttons on the steering wheel navigate to Settings < Vehicle < Remote Start. If there is a remote start menu present, then it's already activated.
Here are the procedures for adding additional FOBs:
1 Start with doors unlocked
2 Driver's door open (remaining open throughout)
3 Verify that the gearshift lever is in the "PARK" position.
4 Depress and hold brake pedal.
5 Start with ignition key OFF.
6 Cycle ignition key to the ON then OFF position 5 times, then back to the ON position a 6th time.
▪ The horn will honk 3 times to indicate transmitter learn mode access.
7 Press the START button on each transmitter you wish to program. The horn will honk 1 time each time the START button is pressed to indicated the transmitter has been learned.
8 Cycle ignition key to the OFF position to exit transmitter learn mode.

I ask because my '14 has an intermittent problem with the lock/unlock not working. Not battery, changed it and no difference, even the spare fob did not work.at times.

I thought for a long time that the fobs were a problem with my 2013 but consistently I find the reception of the signal and decision making in the electronics is. I cannot press & release a button and expect anything to happen. I have to hold the button at least 3/4 second, sometimes more, and it always works.

No that will not work to program keys. Intermittent problems like that is typically an issue with they key and not a programming problem.
My Super Duty would do the same thing with one of the keys (I have 4 keys for it). It's programmed just fine, it's just been dropped dozens of times and it gets quirky.
