I have a plastic tank and the fuel tank locking ring is also plastic and is broken; I looked everywhere for a replacement but no luck, the number on the ring is E99A-9A307-DB

This oddball,plastic,front 23 gallon fuel tank is impossible to get parts for. Ford and the aftermarket doesn't seem to carter to them,strangely. You'll probably need to find something in a salvage yard.
