Front fuel tank question

Front fuel tank question

I've never used let alone put gas in my front fuel tank. The skid plate/tank mount is Swiss cheese. It sounds empty but wouldn't even consider weighing it down with gas. The tank appears to be plastic and when I bought the truck among the extra parts that came with it was a new steel tank. Upon visual inspection it looks like the same tank except for the tank material. Before even dropping the old tank I've been looking at parts to start a mental list of what to expect. I know right off I need new straps mainly, as well as every other replaceable part. However I've only been finding upper straps not both upper and lower. Also at bronco graveyard looking at their steel and plastic tanks it says they only replace the factory steel tanks and don't replace the factory plastic tanks. What's the difference in why they don't? Is my replacement steel not going to work?
