Are you're dashes flat?

If so, how do I fix it?

Should be flat, treat it like any other body panel with a high spot...block and dolly to flatten the area then fill/sand as necessary. I have used dash overlay panels from Midfifty for dashes that have many cutouts and/or damaged areas...they work well for covering a lot of bad metal and if you use panel adhesive they are fairly easy to install.
