I used this link purchase the key then followed the instructions in the Ford manual on how to program it, took all of 20 seconds. Works great and spent $80 vs $250 from the dealer.
Interested in this deal but was unsure after reading this in the description. Can anyone clarify?

The key does need to be cut, that can be done by anybody, not a big deal. As far as the programming I did that myself by following the directions in the manual. Very simple, all of a few minutes and works like a charm. There is a slot shaped like the key under the left two drink holders in the center console, you put it in there and follow a couple steps and done.

So you can utilize the key straight out of the mail to operate the vehicle, but in the unfortunate event you would have to use the key inside it would need to be cut??

Not sure why they tell you to cut the key inserted in the fob before programming but that's what I did, not sure if it's required or not, therefore I don't know if the fob would work by just programming it or not. After I cut the key I did the programming and it worked.

No doubt. So just take it to a locksmith and tell them to cut or who???? Also i wonder if i purchased a refub'd one if that key was cut; if it could be cut again?

I doubt seriously if a previously cut key would work. Just take key to any locksmith along with your original and have them cut it to match. After that insert it back into the fob and program it. You will need one of the original fobs in order to complete the programming if I remember correctly.

You don't need the key blank cut in order for the FOB to work.
Yoiu do need the key blank cut if you want to Lock/Unlock any of the mechanical locks ie Glove Box, Console,
These are a High Security Key Blanks, And every Locksmith I've talked to wanted $45 to cut the blank.

I was wondering why my guy charged me so much to cut the key, paid $70, oh well.

You can buy a new blank for the fob. So you can use a Refurb Fob and just buy a new blank off Ebay for $5.00-$8.00
Get it cut and swap it for the existing cut key that came with the FOB. Getting the blank is cheap. Getting it cut is expensive
