Question Torque Converter or TC Solenoid?

2008 F150xlt
4.6L
4r75e or 4r70e? (not sure, trans code on door is "Q")
159k miles
Lately when coming to a stop the truck bogs down like the trans or TC isnt releasing, it also seems like its not downshifting like it should. Occasionally it seems like its slipping in OD or not downshifting for a hill on its own. I can manually downshift to 2, or turn the OD button off and it seems to help but I cant determine where my problem is.
Mixed information has me looking at the TC, TC lock-up solenoid, or the shift solenoid being the issue?
Only odb2 code is P0401 Exhaust Gas Recirculation Flow insufficient detected, and that occured a few weeks before the trans issue became evident.
I have changed the fluid and filter, no flush only changed the drain-able fluid. Not a lot of metal but some on the magnet and a few tiny slivers in the pan (much smaller than a grain of rice).
It shifts fine on takeoff and up to speed but when its time to stop its like a manual trans with a clutch not disengaging. If I put it in Neutral and rev it up a little while approaching a stop it seems to help some but it still seems like its pulling it down even in N. Also it sometimes has a loud whirring sound from underneath when in P or N.

The torque converter cannot pull the engine speed down with the trans in neutral. If the converter clutch won't disengage it won't matter if the trans is in neutral. I think you have an engine problem.

I am starting to believe you are right Mark....someone else told me to check MAF and fuel pressure/filter...so thats todays project..
