86 f250 6.9, bought new batt feb 2018, because of a electrical short in the regulater, the batt has been discharged and charged at least 6 times. I can charge the batt to 13v, batt will lose about .5v per day, in 4 days batt will not start truck, what is the procedure to bring batt back to life.

if the disconnected battery is loosing enough that it is dead after 4 days, i would return it for warranty replacement.
if it dies after 4 days while hooked up to the truck, than there is a problem in the truck.
You didn't mention it but where the batteries replaced as a pair? Your battery isn't designed to be discharged completely and the damage is not reversible. You should warranty the battery and fix your charging issue.

^ As he touched on, the batteries MUST be replaced as a matched pair. Sounds like you need to track down the draw. Usual suspects are voltage regulator and radio.
You can isolate the parasitic load by pulling fuses. Put an amp meter in series with the battery with the key off and you should have 0 A of current draw. If you have mA of current draw with the ignition off pull fuses individually until the current draw drops to 0.
