1950 vent window

Hi, starting on my door window/rubber seal replacement. I've removed everything from the doors and would like to begin by refinishing internal metal parts. Can anyone tell me if the vent window/frame assembly comes apart from the outer frame (which the replacement rubber mounts on) The top pivot is held on by two screws...no problem, but the bottom pivot seems to have the washer and stop pressed on to the square shaft. The tension adjusting locknut and spring came off fine, but the thick washer seems to be pressed on the shaft. Is it just rusted together or is it pressed on? Don't want to destroy it taking it apart.
