What is this bracket for?

It is a safety bracket that is installed only on SD's with the tailgate step. If you look at the tailgate, there is a tongue that fits into the slot. Most of us presume the bracket prevents tailgate shift when using the step.
Why it is needed, only the engineers who designed it or the safety folks who required it will know...
