2000 won't start and solid theft light
The Ignition switch supplies fused power to a number of systems and relays.
The PATS gets it power through the ignition switch, coils and injectors, the PCM is powered through a relay, the dash power is separate but through the ignition switch...
You have to sort out what is and is not powered.
The Gem has nothing to do with all this. It lights dash lamps for the functions it performs such as 4x4 hi, lo etc. and does interior light timing control, power window control, wiper control etc. Nothing to do with dash control other wise.
You have to get a lead on what part is having an issue and work from that point and direction.
The issue started with a running engine.
That means there should be no trouble with the computer, fuel or ignition system.
All the signs of the problem was with the Dash.
Stop there and assume all the above is true for now.
That leaves the dash and PATS involved on a RESTART where things change once you turned the engine off then tried to restart.
Once you turn the ignition key on again, it brings the PATS system 'back into' the start procedure.
This is now where your no start begins.
I would try a Dash diagnostics to see what come of it.
It maybe a matter of a bad ground.
Anything that interferes with the Pats system will automatically be a no start be it an electrical issue or a Theft attempt.
Basically the system is designed that way to prevent easy Theft.
If it was easy to defeat it, there would be no sense in having PATS in place..
You can't use a pick lamp on any logic circuit but basic power circuit. Said another way you would not do this on your home computer trying to find an issue. The truck system is no different.
Let the computer alone lest you do more damage with a pick light.
Concentrate on the Dash looking for a problem with power or Ground.
Beyond this, we can't help much until you get some lead or see a real test failure.

Guess I should clarify I didn't mean poking around the computer itself with a test light, but rather the wiring on the firewall coming from the computer.
