2003 F150 will turn over but not start

When I put the key in the on position I will get 5 beeps pause the 5 more beeps pause then 5 more then I will get full power to the instrument cluster and the theft light will blink rapidly. when I turn the key to start it will turn over but the gauges go dead. I checked all the fuses and tested the fuel pump and PCM relays and also checked for loose connections. Cold this be a problem with the transponder key? I have only 1 key so I cant try a different key

Your issue is not related to the PCM in any way or the fuel system as the root cause.
The Theft light and warning sounds are the indications you need to work with.
They are there long before you crank the motor.
If the PATS is in trouble the PCM will be inhibited from allowing a start as it is supposed to do by design.
Reason: The PCM does not get a valid signal from the PATS system.
This is the essence of PATS as a Theft preventive.
When it's in trouble there will be no start.
Good luck.

Airbag system problem plus the light in the cluster isn't working.

theft light will blink rapidly.
PATS has triggered and is preventing fuel injector operation.

when I turn the key to start it will turn over but the gauges go dead.
Hmmmm... Don't remember if the gauges are supposed to drop off in the START position. Perhaps another member with the same truck can clarify. If they're not supposed to go dead, then you have a power distribution problem in the "HOT in START" ignition circuit or the battery doesn't have sufficient charge.
