Is it both the windows and the radio that are working, or just one or the other (or have you noticed any other accessories that stay on, such as the blower motor)? If it's both, it's probably the ignition switch. Try working the key back and forth, in the off position only without switching to on or accessory, to see if that gets it to turn off. If it does, you're looking at a new key cylinder.

In the fuse box there is an accessory delay relay that powers the radio and windows for 10 minutes after the key is turned off, or until a door is opened. If that relay fails you won't get power to the radio or windows. Fuse 110 (30-amp) powers the relay.
