Hi new member here. Was told my 03 f350 diesel 6.0 needed to be smogged to transfer title to me. Went to smog station and was told there is no catalytic converter and failed me. I cant see where one was ever cut out. Found a placard on the motor that says its rated at over 14000lbs and is obd2 exempt. But the sticker in the door says 9900 lbs. In California if your diesel gvwr rating is over 14000 than you are smog exempt. So what do you guys think am i smog exempt or not?
I'm not much help but what I do know is,a buddies 06 6.0 did NOT have a cat. If it doesn't show that it should have one on the emissions label then it seems weird to get failed for a stock fitted rig... go to another station and ask them what the law states. Have them show you in the book even. If they prove the other station wrong then go back to the original station and ask for proof of failure. Good luck
You should go back to the seller. He was supposed to smog it before sale. If you can't get your money back you might find out why the gvwr is different on the motor vs the vehicle. Sounds like a swap or replacement. Frankly I think there is the potential for a real beating here. This isn't something new. Good luck.
Ill take it back to the place it failed and explain to them what i found. Maybe they can explain my situation. Thanks guys and ill let you know what i find out .

from the build sticker on the motor it says its an 03 motor, if you look under emission control systems I think I can make out code OC. That stands for Oxidation Catalyst, wich would mean it had a catalytic converter with that motor when it was built. If I can read your sticker correctly you will need to get a cat. Sorry to be the messenger of bad news.
That's the engine sticker from International the engine manufacturer, , it just says it's rated for use in vehicles over 14K gvwr, you need to go by the door stickers gvwr. Is there a Ford emissions sticker on the Rad support? That'll tell you if it had a catalyst. Like this:

It should be pretty obvious if it's there or not, it's the big round thing right after the downpipe:
It won't look "cut out" if the straight pipe replacement ties directly to the downpipe. Depending on what system was used it could be as easy as buying a cat to drop in (MBRB sells a cat delete pipe that works with cat-back systems IIRC), or you could have to buy a cat and a cat back exhaust to get passed.
In California the seller is responsible for getting a smog period. You should not have to deal with this even in a private sale. I would go back to the seller and make him get the smog and put a cat on it.

Only if it was purchased in CA. If it came from a neighboring state, the buyer is on the hook. Caveat Emptor.
That sticker doesn't say that the gvw is 14k they used that motor in trucks from 9k, or so, all the way up past the CDL mark. Even f550s come with cats and they typically have a gvw of 19k or more.

It goes by the door sticker as speedfreak78 said. You're looking at an F-450 to get to 14K+ lbs GVWR club. It's no picnic at the top either because in CA if your truck's GVWR is over 14K lbs you cannot register it in CA starting in 2020 unless you swap to a 2010+ engine:

This has been around for awhile but it hasn't gotten a lot of attention until now when the deadline rapidly approaches. The 14,0001 lbs GVWR applies to EVERY truck registered in CA, business ANDpersonal. Your only out is if you can prove that you drive it less than 1000 miles a year.
The kicker is if you want to come visit CA in your F-450/550 you have to apply for a 3-day permit to drive into the state. No, I'm not kidding.
