I've tried taking a wire from the horn directly to the battery and it makes noise. I've also checked the fuses. What else can I check to troubleshoot a bad horn?
My cluster lights dont work either, dunno if that could be related.

unplug wire connect test light to geound and press horn. Does the wire show power?
most likely not since horn doesnt work but does when you bypass the wiring.
after that check the horn wire at the column. One wire should be hot to the horn all the time the other wire should only be hot when horn is applied. If you have power before horn but not after then your horn pad is bad which it most likely is since no fuse is blown and it doesnt work.
if you want to bypass the testing you could press firm on hron and wiggle the horn button around scraping the metal inside the switch see if it starts or tries to work. If it does then its your horn pad. If its bad enough it still wouldnt work so your forced to check the wiring in the end
Went to the junkyard today for the "exclusive day before the sale" sale and picked up a new horn pad, and a brake controller for 50% off. The new horn pad tests continuity when I press on the left or the right and is the same color!
I'll get back to my truck shortly and report back my findings.
So my horn as well as the new horn test for continuity but I'm not getting voltage under the horn pad.
This trucks wiring is a mess. All the fuses are ok but I'm not sure if maybe my issues aren't a fuse being missing. How do I know which ones I'm supposed to have, and what size in each?
How do I get into the column? I tried to take the ignition tumbler as I have doors and ignition that are key matched but I couldn't get the tumbler out and I don't remember seeing any wires while I had the column apart.
Your ignition switch and it's wires are mounted on top of the column, down low behind the dash. You have to take the column shroud off, carefully take the PRND321 indicator string loose, and then take the two u-bolts loose under the column and let the column drop to see it good.
for fuses your best bet is the owners manual. If manual is missing check auto literature places like Lloyd Auto lit or Faxon Auto Lit.
I got my owners manual for my '82 from there. How ever I have it put up some where as my cardboard glove box gets wet from the dealer ac. Need to modify the plastic glove box liner I have to work with my dealer air.
