AOD Swap question

I've got the C4 swapped out after it gave out. Came across a good deal on a working AOD from an 89 F100. Truck had set for a year or so. Got it in, fabbed up the tv cable to where it is at full sweep at WOT. Here's the weird part. When you put it in the "Overdrive" position it shifts up through 1-3 great. Revs to about 1800 at each shift but never makes it to OD. When you put it in "Drive" it only gets to 2nd gear. It is basically acting just like my C4 did when it worked properly. I have read for two days and haven't seen anyone else with this issue. I was guessing it could be a stuck 3-4 valve but then again maybe it's too high TV Cable pressure. At this point I'm lost. I read somewhere where someone mentioned adding some trans x to it because there may be some varnish built up in the valve body. It was pretty much drained dry when I got it. I think I added around 10-12 quarts in it. Any help would be appreciated!!
