Yes you can use the neutral as the ground, to be code compliant the wire used as the ground needs to be identified as a ground along it's length inside the device it is terminated in, In other words green heat shrink or green electrical tape.
You can use whatever wire for whatever you want (excepting a green coloured or bare wire, wires identified as a ground wire can never be used to carry current). As long as the wire is identified inside the device it is terminated in and is capable of carrying the amp load for the device used. If it is hard wired and not plugged in then it has to be capable of carrying the amp load of the circuit protection on that circuit.
In single-phase home services, the neutral bus bar goes to ground anyway.
