Adjusting the choke

I installed a new Holley 600 and need to adjust the choke setting. I loosened up the three screws holding the plastic choke cap, but am unable to turn the cap. My directions say to hold the throttle open and move the cap until the throttle plate is fully open and then rotate the cap until the choke plate just touches the closed position. Is it normal to turn so hard? I almost feel like it is going to break the cap to try and move it. Any tips?

1956 F100 351W crate motor w/C-6.

Close out this thread, I figured how to break loose the choke cap so it would rotate and I finished adjusting the choke. The trick was to grab the top and bottom of the cap and not rotate it but rock it enough for it to break loose from the metal carb body.
