Low idle trouble

Low idle trouble
Im having a new issue with my 99 7.3. When you start the truck it will start very easy but then the idle will fall and come back up a couple of times. A few times the truck has died right after starting. It also seems like if you stop at a red light for a little bit, that when you go to take off its like the truck doesnt want to take fuel for just a second and then it takes off like normal. Ive checked fuel pressure amd it stays 65 the whole time and then at WOT its 55. High pressure pump numbers look good also.
