2003 Ranger GEM electronic module
Check those systems fuses & the fuse connections for tight fit & no contact corrosion.
If no joy with the fuses, consider using, borrowing, or coming by the inexpensive ELM scan tool & running FORScan diagnostic freeware (that's tweaked for Fords) on the viewing device of your choice as discussed here https://www.ford-trucks.com/forums/1...-scantool.html, as that combo can query All of the vehicle computer/controllers for trouble code clues, then post All code Numbers as they can help focus your trouble shoot.This can save us time & $$$ over tossing parts at a problem based on a hunch.
Most auto parts store code readers, or scanners can't access more than the engine computer/controller. They can't access the GEM/Body controller where your woes seem to be, or other system controllers for code clues, but the ELM/FORScan diagnostic freeware/software combo can. If we need a more in depth look they have a enhanced version for like $5 that can look deeper into things. The freeware was all I needed for my ABS trouble shoot & during that session the ELM/FORScan combo also found Body codes I didn't know I had & that enabled me to also successfully trouble shoot & fix my power window woes that had just popped up & at no additional cost, which was Sweet!!.
Some beginning thoughts for consideration, let us know what you find.
If you don't find it there, I found mine misplaced & hanging inverted by its wires behind the passenger side foot well kick panel. The plastic case was full of water from condensation because it had been misplaced inverted there, so condensate moisture is trapped in the inverted case.The relay contacts were covered in rust, as the whole relay was immersed in water, so its electrical contacts were corrupted. A careful drying out & cleanup of the contacts had it working well enough to confirm that was my problem. Be prepared for sticker shock, it's not an inexpensive relay but maybe you can find a online 20-30% off promo here to ease the cost pain.https://www.retailmenot.com/view/advanceautoparts.com
The power delay relay won't likely address your power mirror woes. Just be sure to check the power mirror fuse & be sure its left/right side switch isn't in the Center/Off position, or they won't move. That switch has to be set to the passenger, or drivers side to have that respective mirror motor move in the direction we want.

I'll need to learn more on what I can do and tell with the ForScan......
I did check the fuses with a meter and they check good, I will go back and clean them again to ensure there is not a contact issue. Under the hood is the power distribution box, which has a relay/fuse 20 amp for power windows, I checked it as well and if it is a true fuse, it show good as well. They list it as a relay/fuse, and with a rating of 20 amp, i take it is a fuse.
Check the accessory delay relay, maybe thump it & see if the power windows will wake up. Hold your finger on it to determine if you can feel it trying to pull the contacts in, when a helper activates the power window switch.
Contact the previous owner to see if he has the old GEM so you can check to see if it's the same part number as the one in the vehicle now.
year or not a FORD part model than I was told the dealership would have to program the GEM Module. The GEM Module, also, is needed for the 'automatic
locks, windshield wipers, radio, cigarette lighter, turn signals and more to work.
