All the cars (and old Broncos) that I've worked on with either the MAP or BAP sensor (same thing, but different) were mounted vertically in that area. Guessing the vertical mounting would make a big difference in itself, but that cowl area in general probably gets tons of water thrown at it.
With the BAP sensor on the MAF engines it pretty much has to be pointed downward since there is no vacuum hose attached to the nipple, so water would just walk right in whenever it felt like it otherwise.
Relocation seems a prudent course of action, as they used to say...
