the trim clips have nuts on them I soaked mine with penetrating oil first with a rubber glove covered with a brown cotton glove dipped in p oil came right off after that
left the clips on the trim put what I had away didn't have it all so I welded up the holes

you can unsnap those clips, but it's been too many years for me to remember. I think they turn a bit to release, and I probably have the tool to release them, but it's been way too long. I'm sure some one here knows though.
I had a thought, I think they are spring loaded and depending on if they were installed right side up or upside down, you either push up on the trim and pull out on the top, or push down on the trim and lift out on the bottom. And if they haven't been off for a few hundred years, you may want to blow them out first with air, and wd-40 them as well.
It's a simple nut and bolt attachment really. Not sure about the '64 but the '65-'66 have a "butterfly" clip at the cowl on the forward(?) end. There are reproduction clips but you can make your old ones work unless they are destroyed, eg the stud turns or is broken off. If the nylon parts are broken you can secure the clips in the trim with a bit of dumdum at each end. Tape a string to your tool when you're working on the nuts by the tank. My truck has two nut-drivers down there somewhere.
